It seems all the talk about how the Tories are really serious about curbing climate change is just alot of hot air!

Matthew Bramley of The Pembina Institute was one of the environmentalists hired by the Globe to look at the plan. He said the documents appear to show positive figures because they significantly underestimate future oilsands development.

The institute has tracked project announcements by oilsands companies and Bramley told the Globe that the plan underestimates the future growth of that sector.

The plan outlines an oilsands emission intensity reduction of 40 per cent by 2020.

Intensity targets are different than emission targets and do not necessarily reduce overall pollutants.

For example, an oil company that met intensity targets would have to reduce emissions coming from each barrel produced but the company could still produce an unlimited amount of oil -- meaning overall emissions would still go up.

He also said that the documents appear to acknowledge the increase.

"The Conservatives clearly want to show their proposal is better than that of the previous Liberal government," Bramley told the Globe. "But their proposal could actually be weaker."

A better plan?

The draft plan is clearly designed to show an improvement over the 2005 Liberal plan -- of which it shares many similarities.

Under the Conservative plan, the rules for industry would take effect in 2010 -- two years later than the Liberals had intended. However, the Tories have set reduction targets for each industrial sector much deeper.


Nice work folks. When you wanna trash the previous government's efforts on a file, its usually a good idea to ACTUALLY DO THINGS BETTER YOURSELVES.
